CBO-H.R. 3623, Climate Risk Disclosure Act of 2019

October 4, 2019--Summary
H.R. 3623 would require publicly traded companies to annually disclose certain climate-related information to the public. Under the bill such companies would need to describe physical and financial risks they would face under different climate change scenarios, explain strategies and corporate governance processes in place to manage those risks, and analyze the social cost associated company greenhouse gas emissions.

The Securities and Exchange Commission (SEC) would be required to establish and periodically update rules to implement the climate disclosure requirements and annually assess and report to the Congress on the extent to which public companies are in compliance. The Government Accountability Office would be required to periodically evaluate the SEC's effectiveness in carrying out and enforcing the new climate disclosures.

CBO-The 2019 Long-Term Budget Outlook

October 3, 2019--Summary
At 78 percent of gross domestic product (GDP), federal debt held by the public is now at its highest level since shortly after World War II.

If current laws generally remained unchanged, CBO projects, growing budget deficits would boost that debt sharply over the next 30 years; it would approach 100 percent of GDP by the end of the next decade and 152 percent by 2048. That amount would be the highest in the nation's history by far. The prospect of large and growing debt poses substantial risks for the nation and presents policymakers with significant challenges.

Charles Schwab and TD Ameritrade will eliminate commissions for stock and ETF trading. The online broker wars are in full swing

October 1, 2019--An all-out price war has hit the brokerage industry as both Charles Schwab and TD Ameritrade have announced they will eliminate commissions for certain securities.

Charles Schwab fired Tuesday's first shot in the war over fees charged by online brokers, announcing in the morning that it plans to eliminate commissions for trading stocks, ETFs and options on its mobile and web platforms. The move, which will take effect on October 7, will be available for securities listed on US and Canadian exchanges.

Innovator Announces New Upside Caps for October Series of S&P 500 Buffer ETFs

U.S. taxpayers are at risk for homes threatened by climate change

September 30, 2019--September 30, 2019--Banks are selling mortgages on homes in coastal areas around the U.S. that are vulnerable to natural disasters to Fannie Mae and Freddie Mac, a study finds.
That could leave taxpayers footing the bill because the two government-sponsored enterprises buy the mortgages without adequately accounting for the heightened property risks.

"Climate change could lead to a 'Big Short' kind of crisis," one of the study's authors said.

The growing threat from natural disasters like hurricanes and floods could leave U.S. taxpayers footing the bill for damage to properties battered by rising seas. The reason: Mortgage lenders-mostly Wall Street banks-are selling loans for homes in vulnerable coastal areas to Fannie Mae and Freddie Mac, according to a working paperreleased Monday by the National Bureau of Economic Research.

SEC Adopts New Rule to Modernize Regulation of Exchange-Traded Funds

September 26, 2019--The Securities and Exchange Commission today announced that is has voted to adopt a new rule and form amendments that are designed to modernize the regulation of exchange-traded funds (ETFs), by establishing a clear and consistent framework for the vast majority of ETFs operating today. The adoption will facilitate greater competition and innovation in the ETF marketplace, leading to more choice for investors.

It also will allow ETFs to come to market more quickly without the time or expense of applying for individual exemptive relief. In addition, the Commission voted to issue an exemptive order that further harmonizes related relief for broker-dealers.

SEC Proposes Amendments to Enhance Retail Investor Protections

September 26, 2019--Actions Increase Availability of Issuer Information and Modernize the Rule Governing Quotations for Over-the-Counter Securities
The Securities and Exchange Commission today announced that it has voted to propose amendments to Exchange Act Rule 15c2-11, which sets out certain requirements with which a broker-dealer must comply before it can publish quotations for securities in the over-the-counter ("OTC") market.

The proposed amendments are designed to modernize the Rule, which was last substantively amended in 1991, and to enhance investor protection by requiring that current and publicly available issuer information is accessible to investors. The proposed amendments would provide greater transparency to the investing public by requiring that information about the issuer and the security be current and publicly available before a broker-dealer can begin quoting that security.
